A pilot course on project identification was run for 24 heads of local government departments in several states in Northern Nigeria. The first course was based on fieldwork and focussed on applying RRA techniques for the purpose of project identification. This report evaluates the training programme from a methodological perspective, pointing out mistakes that were made, such as using a questionnaire instead of a checklist. The analysis also shows the importance of working out participants' specific training needs and developing a model to meet these. PRA activities are not described, but some findings are given
This long and detailed study describes how the mandal (administrative area) of Devikere in Jagalar, Karnataka State was selected as the appropriate site for an Action Aid anti-poverty project. A socio-economic survey was conducted by a multi-disciplinary team using mainly RRA techniques. The methodology employed appears to have much in common with farming systems research. A section of the report is devoted to health issues. This includes: nutrition and food availability; mother and child wellbeing, health practices and beliefs; the environment; housing; occupation and health services. The anthropological/ethnographic technique of using case studies of individuals adds a strong human dimension to the study. Separate sections are devoted to women, infrastructure and sanitation, and socio-economic conditions.
This report provides an assessment of the extent of and changes in poverty in Kenya during the '80s and early '90s. It uses data from different sources and of different kinds, including was a Participatory Poverty Assessment (PPA) and a Welfare Monitoring Survey (WMS). Interestingly, in three out of five districts the results yielded by the two approaches were almost identical. The PPA provided critical insights on a number of issues - people's perceptions of the extent and causes of poverty, the status of women, the extent of and reasons for low school enrolment, the reasons for not using public health facilities and the ways in which poor people cope with food insecurity and drought. Methods used included social mapping and wealth ranking, interviews and focus groups discussions. The different chapters present the findings of the study, focusing on economic development and poverty; revitalising the rural economy; structural transformation in agriculture; social sector spending (education and health); food security and nutrition; and targeted programmes and institutional factors. A strategy of programmes and policies for poverty reduction is suggested.
The process and the discussions from PRA fieldwork in several villages in one ward in Zambia are documented. For each village, the team members are identified and the structure of the PRA noted. For the first village, Kurimakwakanaka, this took the form of a historical analysis, participatory mapping, agricultural trends analysis, ranking and livelihood analysis which led onto problem identification. In other villages, a range of other methods were used, including transects, seasonality analysis, matrices, cause-effect diagramming of poverty and group feedback sessions. Since the primary purpose of the fieldwork was to test PRA methods, most of this is accompanied not only by the results of the discussions but also by some analysis of the process. Problems as well as strengths are highlighted. The issue of raised expectations, and fear of motives, is noted since the team had difficulty explaining the purpose of the PRA. The final section of the report consists of copies of the diagrams created and referred to in the text.
This report examines poverty in relation to community forestry and dairy development. The initial section discusses the background to the study and the methods used. The emphasis is on PRA, with checklists developed and lists of tools identified. The four different communities are described, and although the subsequent analysis is sectoral, the differences between the four communities are highlighted. There are numerous case studies interspersed in the text. Forestry and Dairy are two areas where there have been many active interventions in the past, and the aim of the study was to give people a voice in what they felt about these interventions. These subjects are therefore dealt with in great detail, including an analysis of recent changes related to the projects. Issues around education, democracy and gender are also explored in depth. The final section outlines proposed new indicators of poverty which the researchers feel to be more appropriate, and recommendations for the future measurement of poverty alleviating interventions.
This report is based on a research study conducted in five communities in the Northern Province using PRA. Both the formal and informal interview methods were used for collecting additional information. A detailed account of the communities under study is provided. It contains an assessment of the needs and problems encountered in the villages as defined and perceived by the community themselves. A large section of the report is devoted to analysing the causes of poverty and identifying and prioritising community needs using PRA methods. Guidelines for drawing up a project proposal are also presented. An appendix (3) contains tables and diagrams prepared by the communities using PRA methods for each village.
Many processes of change involving population, resources, environment and development are not sustainable. In seeing what to do, normal professionalism and 'first' thinking are part of the problem. The concept of secure and sustainable livelihoods for the very poor and poor is powerful. Developing this approach, the thinking of professionals about environment and development and that of poor people about livelihoods can be combined as a sustainable livelihood thinking. The potential for applying this in resource-poor environments has been underestimated. Analytical implications include the concept of sustainable livelihood intensity. Practical implications include secure rights for the poor to use and sell assets, and a new professionalism which starts not with things, but with people, putting first those who are poorer.
This describes a Participatory Poverty Assessment (PPA) undertaken by the Government of Kenya and the World Bank during Febuary-April 1994. It had three primary objectives; to understand poverty from the perspective of the poor, to start a process of dialogue between policy makers, district level providers and the poor and to address the issue of the 'value added' of the PPA approach to understanding poverty. Methods used included mapping, wealth ranking, seasonal analysis, trend and price analysis, focus group discussions, key informant interviews; visual card methods, gender analysis, understanding health seeking behaviour; and incomplete sentences. Statistically the findings of the PPA and the Welfare Monitoring Survey based on an established poverty line were strikingly similar. The study also found a gap in the perception of poverty between the poor themselves and district officials. Separate chapters look at poverty in urban Nairobi and Mandera district.

This article describes the manner in which the World Bank is incorporating a participatory approach into its environmental work, including the launch of the Participation Sourcebook. The Bank's Participatory Poverty Asssessment process is also briefly outlined.
This paper argues that local perceptions of poverty have tended to be used as mere additions to more conventional poverty assessments because not only do people's perceptions of poverty differ making it difficult to compare results across locations but also, little is known about how to aggregate these local perceptions to be able to estimate overall levels of poverty at regional and national levels. Work carried out in Honduras to test a methodology designed to overcome these constraints is reported on step by step in the document.
This video explores numerous issues surrounding participatory poverty assessments (PPAs), using the example of a PPA in Tanzania. A key issue is the identification of the poor, about which appropriate information is needed to inform government policy. In contrast to traditional surveys of income-poverty, the PPA provides a way to understand poverty from the perspective of the poor and to enable this perspective to influence policy. The importance of the involvement of policy makers in the PPA is stressed at several points in the video. This involvement contributed to chantes in attitudes to the poor within government and a recognition of the need for a corresponding change in government development tactics. The findings of the PPA were presented at policy workshops and contributed to changes in thinking about the nature and characteristics of poverty in Tanzania, as well as more specific policy reforms. The PPA primarily used PRA methods and visual materials developed by local artists in the PPA. The methods shown include, mapping, discussion of well-being, wealth ranking with villagers and district officials, 'story with a gap' and seasonality analysis. Among the highlighted findings of the PPA are that: indicators of poverty are location specific; intangible indicators of deprivation are important; strong gender differences exist in the prioritisation of problems; the poor adapt to seasonality through complex coping strategies. The PPA also revealed that participatory methods could be used to construct time series price data for rural Tanzania, which had not previously existed. The links between the PPA's findings regarding the causes of poverty and the implications for policy are highlighted, including access to land, agricultural policy, lack of production inputs, environmental degradation and access to credit and savings.
This volume of the Gatekeeper series from the International Institute for Environment and Development (IIED) looks at the economic education efforts of Highlander Research and Education Centre (Tennessee, USA) in Appalachia and its role in promoting community development. It gives a background to social problems in Appalachia and describes the Highlander project. The project concentrated on three rural communities (Dungannon, Virginia; Jelico, Tennessee; and Ivanhoe, Virginia) and was oriented towards helping communities gain knowledge necessary for local development. Community groups were offered technical and educational support for grassroots economic leadership development through a participatory process where the community could assess their own situation, and define and implement strategies for themselves. Part of the participatory methodology were oral history, community surveys, community mapping and drawings, decision-maker interviews, videos and readings, brainstorming and feasibility studies, and cultural components. Finally the outcomes of the project are examined.
