Micro-finance programmes are currently promoted as strategies for both alleviating poverty and also empowering women. However, a number of recent academic studies have questioned the benefits of such programmes for women. Given the need to examine their gender impact, this paper proposes an alternative to the traditional costly quantitative and qualitative impact studies. A participatory approach is proposed which integrates empowerment concerns with ongoing programme learning, which in itself contributes to empowerment.

'Voices of the Poor' is a series of three books that collates the experiences, views and aspirations of over 60,000 poor women and men. This second book of the series draws material from a 23-country comparative study, which used open-ended participatory methods, bringing together the voices and realities of 20,000 poor women, men, youth and children. Despite very different political, social and economic contexts, there are striking similarities in poor people's experiences. The common underlying theme is one of powerlessness, which consists of multiple and interlocking dimensions of illbeing or poverty. The book starts by describing the origins of the study, the methodology and some of the challenges faced. This is followed by an exploration of the multidimensional nature of wellbeing and illbeing. Most of the book comprises the core findings - the 10 dimensions of powerlessness and illbeing that emerge from the study - and is organised around these themes. These include livelihoods and assets; the places where poor people live and work; the body and related to this, accessing health services; gender roles and gender relations within the household; social exclusion; insecurity and related fears and anxieties; the behaviour and character of institutions; and poor people's ratings of the most important institutions in their lives. These dimensions are brought together into a many-stranded web of powerlessness, which is compounded by the lack of capability, including lack of information, education, skills and confidence. The final chapter is a call to action and dwells on the challenge of change.

This book intends to provide participatory development tools that will enable those traditionally excluded - particularly women - from decision-making processes and control over resources to have a voice and to play an active role. The authors contend that the tools described increase the capacities of local communities, NGOs and public sector agencies by integrating applied and analytical methods. To illustrate, examples from field experience in urban, rural and agrarian communities from around the world are described. A brief overview of participatory approaches to development is described, including issues such as power relationships within a community and between local institutions and outsiders. Its explores the opportunities for using multi-media tools to strengthen the impact of other tools in conscious-raising, data-gathering, advocacy, and community decision-making and action.

This paper draws out lessons from gender mainstreaming work for those who seek to institutionalise participation. The author begins by discussing the shift from Women in Development (WID) to Gender and Development (GAD) and the conceptual frameworks that contributed to this process. The strategies used to mainstream gender, with achievements and challenges are then examined. This is followed by a discussion of the shifts from participation per se to governance, suggesting that the shift from æwomen in developmentÆ to ægender and developmentÆ is mirrored by a shift from æparticipationÆ to ægovernanceÆ, with a greater focus in both on a relational perspective, policy processes and institutions. The tensions between gender mainstreaming and participatory development are explored and ways of bridging the gaps between ægenderÆ and æparticipationÆ are suggested. The author argues that renewed alliances with emerging movements and more critical perspectives are required to prevent the cooption of visions and weakening of values which underpin efforts to mainstream both a gender perspective and participatory approaches to development and social change.

This article gives account for a domestic violence study conducted in 12 haor areas (areas that flood regularly) in the northeastern region of Bangladesh. Concern Worldwide (an international NGO) has been implementing integrated rural development projects in three remote sub-districts- Khaliajuri, Itna, and Gowainghat- or the last ten years. Key project activities include the formation of community groups with the poor for raising awareness, human development training, skill training, non-formal education, saving and credit schemes, and rural infrastructure development. Roughly 96% of the group participants are women and the activities aim to contribute to the socio-economic empowerment of poor women. A research study was undertaken in 2003 in order to evaluate the effectiveness of the programme; to determine the socio-economic factors contributing domestic violence; the most common types of abuse and their health consequences; reductions of physical and mental abuse of housewives due to Concern's interventions. The research methodology used was based on PRA (Participatory Rural Appraisal) methods with social mapping of poverty; family relationships diagrams; focus group discussions; and Venn diagrams. The results are presented defining the fabric of inter-household relationships; analysing abuse in family relationships; and looking at defence strategies. The authors go on to the effectiveness of the Concern Project, examining housewives' feelings about power and ways to achieve power. Lessons learned form the project are summarised and it is concluded that processes of change in gender relations and attitudes are ongoing and take time and that it is equally important to work with both women and men to change attitudes.

As part of the 50th issue of PLA Notes, this article provides an introductory overview of both critical reflections as well as future directions of participatory learning and action. The articles compiled in the 50th edition speak from personal analyses and experiences. This article describes the process and products of a writeshop, held at IDS, where the participants came up with a timeline of participatory development based on their experiences. The main themes identified then formed the basis for the articles in this special issue of PLA Notes, including literacy, adult education and empowerment; participatory communications; sexual and reproductive health and well-being; gender and development; children's participation; agriculture, livestock and fisheries; people-centred approaches for natural resource management; urban participatory development; participation and well-being; monitoring and evaluation; advocacy, citizenship and rights; participatory processes in the North; governance and democracy; and critical reflections from practice. Several crosscutting themes also emerged, such as the evolution or participatory discourse; sharing learning and best practice between the South and the North; recognizing the political significance of participation, democratization and issues of power; scaling-up and institutionalizing participatory approaches; the continuing importance of critical reflection and participatory monitoring and evaluation; and the links between working at the local, national and international levels. After identifying these themes, the article goes on to briefly introduce and summarise each of the articles in this special issue. The article concludes with a hope that readers of PLA Notes continue to send in critical reflections and examples of innovations and best practices.
