Training of PLA trainers : the scope of participation in extension, monitoring and evaluation.
Abstract
Report of a "training for trainers" workshop in PLA. The workshop had a special focus on behavioural aspects of PLA and also on its use in stages of project planning other than needs assessment, where it is most commonly utilised, including its application in project monitoring and also in rural extension activities.

Abstract
This article traces the history and progress of the Community Based Health Care Programme initiated by the Mbarara University Faculty of Medicine in 1992. In the article students reflect on their experiences of the programme and reveal how their attitudes towards PRA and working with communities changed over time as a result.

Abstract
This paper examines and critiques the current global movement towards participatory watershed research and management and asks why emphasis is being placed on working at the level of watersheds and on participation.
The paper suggests that there is little evidence existing that participatory watershed management is a viable approach and that there are major conceptual and implementation challenges involved in this approach. Finally, recommendations for addressing some of these challenges are made
Decentralisation and rural development in Mexico : community participation in Oaxaca's Municipal Funds Program.
Abstract
This paper examines the effect of decentralisation on community participation, with particular reference to the channeling of funds to Municipal level in Oaxaca, Mexico.
The study suggests that where local governments are already democratic and responsive to their citizens as was found to be the case in Oaxaca, decentralisation can be a positive force increasing participation. However, the report suggests that devolving project-funding decision making to local governments will not necessarily increase participation and indeed may actually reinforce authoritarian rule at the local level in instances where the necessary institutional change has not taken place.

Abstract
Describes how PRA was used with a self-help fund, comprising of fishers, fish smokers and fish traders, to identify and analyse problems. Those problems common to all groups were identified with the use of venn diagrams, one of which was preserving the catch and maintaining its quality throughout each stage of the trade. As an outcome of the exerciese a Fish Preservation and Marketing Cooperative comprising the fishers, fish smokers and bulk buyers was formed and with self-funded contributions purchased an outboard engine .
Towards a participatory and demand driven Training and Visit (T & V) agricultural extension system : a case of Tanzania.
Abstract
This paper argues that the blanket recommendations currently extended under the T & V system are rarely adopted because they fail to be responsive to individual farmers situations. Hence, a decentralised system of decision-making in the extension service and a participatory system of supervision and in-service training is argued for. The difficulties involved in bringing about such a change are outlined and discussed, including the need for time, training and organisational change.

This document discusses the changing environment agricultural extension agencies are finding themselves in and how their role needs to adapt to meet this. It argues that extension managers have a role to play in facilitating agricultural extension agencies to become learning organisations to enable the necessary change to take place.
