Monitoring and Evaluation (Draft 3/7/96)
Abstract
This brief paper provides a summary review of the methods and indicators used in the monitoring and evaluation of participatory development by multilateral, bilateral and NGO agencies which make up the monitoring and evaluation sub-group of the Inter-Agency Group on Participation. The different sections of the report summarise the strategies for monitoring and evaluating participation for each of the member agencies which responded to a survey that was distributed. Approximately four different conclusions can be surmised about the actual development of appropriate tools to measure performance in the area of participation within the various agencies. These include firstly; that considerable development is still required within the development agencies in this field, secondly; that there are as yet no precedents for indices of participation, thirdly; that most agencies define indicators at the level of individual projects or programmes rather than across their portfolios. Lastly, the question of monitoring and evaluation of participation is distinct from that of using participatory methods to monitor participation, though the two are related.

Abstract
This article describes how the Inter-American Foundation (IAF) has attempted to ensure that their results are measured not only in terms of immediate tangible products but also in what it argues are equally or more important, longer term, less tangible results, such as building social capital.
The article describes in some detail the conceptual tool developed by the Foundation for this purpose, which is called the Grassroots Development Framework or 'cone.' Case studies are given from pilot tests of the Framework which reveal how it use can show a Project in a very differemt light to traditional evaluation procedures.
In spite of some shortcomings that are outlined in the article, the author believes that the Framework is revealing its potential in that it is spreading to other countries and organisations who are also keen to look beyond immediate results in evaluating their development efforts.

Abstract
This book pays attention to the cultural and educational aspects of communication for development and would be useful for those deciding on appropriate PRA techniques to use in particular situations. The first part of the book includes an overview of the changes in development strategies over the last few decades and the effects these have had on the utilisation of communication approaches.
The second part of the book discusses the intricate link between communication and culture and the way it influences the practice of interpersonal and mediated communication. Part three deals with media and their educational potential. The last part considers the steps involved in the planning and implementation / production of communication events, programmes and materials.

Abstract
The way in which the PAPPA (Poverty Alleviation Programme Pilot Agroforestry Project) in Malawi combined PRA and formal survey techniques to monitor adoption levels of the project interventions is examined in this article. The pros and cons of the methodology in which random sample surveys using questionnaires were carried out first and then analysed in the field to provide key issues for further investigation using PRA tools are reflected on.
