Seeds of hope: a collection of case studies on community-based coastal resources management in the Philippines

This collection of case studies reflects on various community-based coastal resource management (CBCRM) initiatives in the regions of Mindanao, Visayas and Luzon. Degradation of the coastal resources in the region, initially led to traditional top-down responses from the state agencies with practically no community involvement. This technique was highly ineffective, as the state regulations (such as marine parks) were not respected by local fishers and community members. In the mid-1970s efforts toward the protection of coastal resources that integrated elements of participation were promoted together with the establishment of marine reserves as a management method for protecting coral reefs. From there on the CBCRM has gained rapid acceptance as an effective approach to ensure sustainable management of coastal resources. This book has been developed in the light of the current discussion on CBCRM as a result of a three-day workshop-festival attended by project representatives of NGOs (Non-Governmental Organisations), government agencies and academe in the region. It presents case studies of marine sanctuaries, fisheries management, mangrove rehabilitation, and womenÆs roles and gender. It presents experiences from among others Barili in Cebu, Eastern Samar, Pagapas Bay, San Salvador island, Bolinao, Baliangao, Danao Bay, Panguil Bay, Mindanao, and Cogtong Bay.
