Abstract
This paper reports the results of the 'Dare-to-Share Fair' held in The Hague, The Netherlands in October 1999, involving over 40 organisations. The subject of the event was sharing experiences around participatory approaches to development and learning from the field how to assist people in their development in such a way that they actually own the process.

Discovers that although municipal councils are functioning, rural population are effectively excluded, and that village social organisation is incompatible with the Law's reliance on western representative democratic models.

Power: a practical guide for facilitating social change

Abstract
Between 2008 and 2010 the Carnegie UK Trust and the Joseph Rountree Foundation jointly funded a programme of work on power, participation and social change. Over two years the project worked with 20 different organisations to explore ways in which the analysis of power could support them to achieve the social change they were working towards. The work revealed that a good understanding of power is a missing link between how people envisage the change they want, and how they go about achieving that in practice. This handbook – which supports the programmes report “Power and Making Change Happen” – is about taking action. It is a practical guide drawing on the methods and tools used to build the capacity of others and achieve social change. It is designed for people within organisations, networks or community groups who want to explore power as part of the process of change in their communities. As such it provides background information on power and facilitation, and looks at how to explore power through workshops, one-to-one mentoring and self reflection.
Power: exploring power for change
Abstract
Concepts and methods of ‘participation’ are used increasingly to shape policy and deliver services. Such approaches throw new light on complex interactions within and between society and state institutions at all levels. They lead to questions about how different kinds of knowledge and values shape policy choices. What are the societal and political processes through which power operates that inform whose voice is heard and whose is excluded? What is power? Is it about making people act against their best interests; or is it the glue that keeps society together? What are the connections between power and social change? These questions are at the core of research and teaching by the Participation, Power and Social Change Team at IDS, and this IDS Bulletin presents current work on the practice of power in development and the entry points for change. Contributions to this issue, and ways in which power is interrogated, are very varied – despite a shared commitment to exploring its meaning for social change. In categorising power in the way the team has, the intention has not been to offer a comprehensive or exclusive framework for analysis. Rather, a positive spiral between reflection and transformation is constructed, concluding that the role of the action researcher/teacher is to explore with others how power can be harnessed for change, and to work alongside them in tracing and learning from the myriad of micro-level efforts, successes and failures.

Are many of our actions against poverty simple, direct... and wrong? This book is an entertaining and unsettling collection of writings that questions concepts, conventions and practices in development. It is made up of short and accessible writings by Robert Chambers, many from the last ten years and some from earlier, reflecting on the evolution of concepts like participation and of organisations like the World Bank. Besides provocations, there is mischief, verse and serious fun. The book is organised into four sections: Word Play, Poverty and Participation, Aid and For Our Future.

Abstract
This paper proposes a framework for how empowerment can be conceptually understood and operationally explored. It makes recommendations for forthcoming areas of work within the POVNET Work Programme on empowering poor women and men to participate in, contribute to and benefit from growth. In responding to our terms of reference the authors have sought to introduce ideas and evidence from latest publications on this theme, combined with findings from our own research.

Abstract
Like other agencies involved in international development cooperation, the Swiss Agency for Development and Cooperation (SDC) is committed to enhancing its results orientation, learning and effectiveness through more responsive and accountable programming. Encouraging a culture in which citizens participate in the planning, monitoring and evaluation of programmes and country strategies is essential for achieving these aims. This note is about SDC’s experience with beneficiary assessment (BA), an evaluation approach used to increase its responsiveness and accountability to the citizens who are the intended direct and indirect beneficiaries of its work. It aims to both raise awareness of the potential advantages of using Beneficiary Assessment to enhance learning, responsiveness, accountability and effectiveness, and to contribute to enhancing capacity and confidence to use BA in the evaluation of projects, programmes and country strategies by providing practical orientation and support.
