Vision 21 recognizes that if the goal of water, sanitation and hygiene for all is to be achieved, people’s roles must change. Through its unique collaborative and participatory process, Vision 21 aims to inspire those still without water supply, sanitation and hygiene services to overcome obstacles and initiate action themselves, while calling on their leaders to bring these essential changes about. In this detailed mapping out of a shared vision, a conceptual framework is defined, core points are examined and the route to fulfilling Vision 21 is signposted.
To monitor these achievements, clear targets and indicators are detailed and encouraged. This inclusive plan concludes with the introduction of a Framework for Action, placing community and country action at the centre – to prepare their own vision and develop an action programme to achieve it. The Framework aims to assist people at community, country, regional and global levels to identify areas for action, enlisting the commitment of national governments and their partners to take up the challenge. Along with mobilizing the global community to support the development of country visions and their subsequent achievement, and to provide supporting tools.
