PRA (as capacities and vulnerabilities analysis) was used to initiate a disaster preparedness programme. The field work is described, along with the findings such as livelihoods, agriculture, fishing tourism, wood collection, livestock etc.. The vulnerability analysis stratified the population and analyzed the responses of the people to the dangers of volcanic eruptions. It was found that for many relocation, the tradition strategy of agencies, was not wanted.
