This DfID report provides an overview of the main findings of PPA studies and summarises the messages that the poor people in the developing world are sending to those who determine policy and allocate public resources. The paper examines rural and urban conceptions of poverty and looks at policy lessons for addressing poverty and improving participation in public policy making.
