This paper provides a background to understanding the role of participatory approaches in GTZ, and their interpretation of the term participatory development. A case study from Egypt which deals with several squatter settlements is used to illustrate the benefits of a participatory approach, and some lessons for other projects drawn out. Examples from India and Pakistan are also used. Reorienting institutional thinking is recognised as a considerable challenge, and the paper concludes with some recent developments, such as alterations to the ZOPP model, the development of regional learning groups and a two day public meeting for government and non-government groups. Some of the pitfalls from participation are also outlined.
