Participatory approaches to natural resource management: the case of coastal zone management in the Puttalam District, Sri Lanka

This booklet presents the research findings of a project on participatory mechanisms for sustainable development of coastal ecosystems, which was carried out in the Puttalam District, Sri Lanka. It starts by summarizing the context in which the study has taken place. It discusses the concepts of participation in general, and of 'stakeholders' in particular, as well as how these concepts are being applied in Integrated Coastal Zone Management (ICZM). The booklet then summarizes the fieldwork findings. It describes the fieldwork sites, and the existing management framework, including of the shrimp industry, fisheries, tourism and mangroves. It discusses the difficulties of identifying 'the poor', interest group formation and political patronage, in relation to ICZM issues. Challenges to ICZM as well as obstacles to successful management and participatory approaches are identified. The final part of the booklet then suggests how these obstacles can be overcome. Most of the recommendations are aimed at development agencies with an interest in participatory policies and/or ICZM. It concludes by identifying management options for the Puttalam District itself.
