Democratic decentralisation; the West Bengal experience

This short paper outlines and documents the on going process of decentralised planning in West Bengal which has been undertaken with the active involvement of the panchayats (local councils). The paper presents a background history of the process before going on to talk about the stages of planning and discussing the best way to implement the scheme.
