Community governance, community leadership and new local government
The report defines community governance and analyses the reasons for change in the role of local authority. It argues that existing structures and ways of working are inadequate for the new circumstances as they are designed mainly for the delivery of services. It elaborates six principles which underlie community governance. First, the local authority should be concerned with the overall welfare of the area rather than merely with service provision.
