They are not meant to be fixed tools, but guides to help innovative thinking towards better understanding of how campaigns work and how you can make your work more effective.

This paper outlines Action Aid's work in progress in exploring the monitoring and evaluation issues related to the impact of advocacy work. It contains a framework for looking at these possible outcomes and impacts and explores some of the trade-offs inherent in advocacy and campaigning work.
