Learning to change by learning from change: going to scale with participatory monitoring and evaluation

Participatory monitoring and evaluation (PM&E) is increasingly going beyond the local community and project level. It is being used by institutions that operate at a larger scale, both geographically and in terms of programme scope. As it is being mainstreamed by government, NGOs, donors or research agencies, PM&E highlights the complexity of social and power relationships amongst multiple stakeholders. Drawing on case studies and other experiences, this paper briefly explores some of the social and political dimensions of PM&E, especially in relation to scaling-up.

Of dreams and shadows: seeking change for the institutionalisation of participation for natural resource management.

This publication reports on development, outcomes and experiences of the Mexican Regional Sustainable Development Programme (PRODERS) developed and implemented by the Mexican ministry of environment, natural resources and fisheries between 1996 and 2000. This programme was designed as the anchor point for MexicoÆs sustainable development policy, and was founded on the principles of participation, decentralisation and integrated development.

Seeking local indicators : participatory stakeholder evaluation of farmer-to-farmer projects

This paper reports on research and training work undertaken over several months between 1995 and 1997 in Mexico. Work was carried out with a farmer-to-farmer programme (CETAMEX) and the integrated conservation and development project of Maderas del Pueblo del Sureste (MPS). The objective was to strengthen local capacity to develop self-evaluation methods to enable community-based planning and monitoring of future phases of programme work, within the area of natural resource management, sustainable agriculture and rural development.
