Institutional learning in a process oriented programme : monitoring and evaluation of the Community Empowerment Programme in South Wollo, Ethiopia.

Brief review of the monitoring and evaluation (M&E) experiences of the Community Empowerment Programme (CEP), including both quantitative and qualitative collection of information. A series of workshops which served to deepen various government official's understanding of self-reliant development are described. The impact of an external evaluation are also reflected on and conclusions made regarding the contribution of the M&E to the planning process of the Swedish International Development Cooperation Agency's long term development programme in the region.
